I ended up here because Google thinks you have something to do with 20th Century, but I might have something useful to say...? I get water everywhere when I wash my face, too. I'd suggest low water flow from the faucet (half my splash is initial), shallow cupping of the hands (because making a deep cup holds a lot more water, right?), and slow rinsing starting from the forehead, down and out over the temples and cheeks in sort of a circular motion. Like, um, peekaboo in a circle? I don't know how to explain. And leaning pretty far over the sink with your head angled down a bit keeps you from getting water down your neck. Try to lean into the water, rather than dumping the water on your face, if you know what I mean. I stopped splashing as much when I just slowed the whole process down. But doing this, I only ever miss soap at my hairline.
